Qlarant Foundation Awards $440,500 to Charitable Organizations

Qlarant Foundation held their annual award event and provided grants to 23 non-profit organizations during the 2023 Grant Awards Celebration. Representatives from each organization convened at the company’s corporate offices in Easton, Maryland. The grant recipients were selected from over 100 applications from across Maryland and the District of Columbia. In total, $440,500 in grants and gifts ranging from $3,500 to $35,000 were awarded. Since 2008, the Foundation has awarded over $6.6 Million to 122 organizations.

As the honored guest speaker, Ms. Elizabeth M. Hewlett, Esq. delivered a motivational and uplifting message of hope, friendship, and the power of working together to lift the spirits of others. Ms. Hewlett has practiced law and been a public servant for more than 40 years. She recently completed her second tenure as the Chair of the Prince George’s County Planning Board and The Maryland-National Capital Park and Planning Commission (M-NCPPC), the first African American and the first woman to serve in this position. In attendance were representatives from each of the grantees, Qlarant Board members, leadership and staff. Ms. Hewlett received a standing ovation.

Also in attendance was special guest Mr. Michael Arntz, Constituent Liaison for 1st District of Maryland Congressman Andy Harris.

The in-person event provides an opportunity for each of the awardees to meet each other and connect. This enables dialogues to foster ideas for fundraising, program management, and avenues for growth. In some cases, the awardees actually end up working together. “One significant benefit of the Qlarant Foundation Grant Program is that it connects nonprofits with similar missions,” noted Bill Shrieves, President of Bay Hundred Community Volunteers. “For most of us, this connection becomes a force multiplier beyond the actual grant money, increasing the impact on the communities we serve. I met Genevieve Croker at the Qlarant Foundation grant ceremony last year and we talked about our modular aluminum ramp program,” he continued. “She was interested in starting a program in Kent County.” As a result, last September, two of the Rebuilding Together board members traveled to St. Michaels and worked with the Bay Hundred team on a ramp build to become familiar with the process. They have been collaborating ever since.

Each grantee, and their respective program, is profiled on www.qlarant.com/foundation with photos videos, and descriptions of the work the Foundation supports.

“This year, we have a fantastic grantee pool which will be providing a diverse array of services including health and mental health care, housing and addiction services, childhood development programs, and supports for people with developmental disabilities,” said Amanda M. Neal, Foundation Vice-Chair Qlarant Foundation Board Chair. “Our communities will benefit greatly from the diverse and creative solutions these organizations are able to provide to those in need.”

Qlarant Welcomes Jeff Weiss as New CFO

Jeffrey D. Weiss, PMP has joined Qlarant as the company’s Chief Financial Officer. He is a finance, accounting, and business management executive with over 17 years of progressive experience in Federal Government contracting. With finance at the core of his education and professional experience, he has thrived in high-growth environments. He is credited with being a multidisciplinary business leader with extensive experience in business development and project management.

“I am really excited to join such a unique organization — Qlarant has market-leading capabilities in quality improvement and fraud, waste, and abuse,” said Weiss. “It is also a technology solutions company, which brings a scientific factor to our work.  I also love the philanthropic aspect of the company that reflects an enduring purpose. As a “born and raised” Marylander, knowing we are doing great things in our local communities is extremely motivating to me.”

Prior to joining Qlarant, Mr. Weiss was Group Vice President of Finance and Business Operations at ASRC Federal Holding Company in Beltsville, Maryland. During his 9 years at ASRC Federal, the company more than doubled in annual revenue. This growth was achieved through organic successes, including on-contract growth in the backlog portfolio, winning new business, as well as mergers and acquisitions transactions where he provided due diligence and integration support.

“Out of the gate, my objectives are fairly straight-forward and tactical as I’m joining Qlarant at a busy time. I want to build an understanding of the company’s industry and customer base. Also, I want to build a deeper understanding of CEO, Dr. Ron Forsythe’s vision of what Qlarant can become and ensure our alignment in how we get there.”

Mr. Weiss also previously worked at SAIC, where—during his tenure as Project Control Manager—the company grew from $6B to $11B in annual revenue and completed an Initial Public Offering (IPO).

Mr. Weiss holds a Master of Business Administration (Accounting) and a Bachelor of Business Administration from the Sellinger School of Business and Management, Loyola College, Baltimore, Maryland. He is also a certified Project Management Professional (PMP).

Qlarant Marks 50th Anniversary with Nationwide Celebration

Qlarant, a national leader in quality improvement, program integrity, and technology solutions marked 50 years of service with a nationwide celebration on Wednesday, April 19, 2023. The event celebrated the formation of the company that began in Salisbury, Maryland in response to legislation to control hospital costs related to Medicare.

530 Qlarant associates, in offices or home-based locations across the country, came together in-person and via remote access for a program which included comments from the CEO, Ron Forsythe, Jr., PhD and Board Chair Mr. John H. Murray, Esq. They welcomed several distinguished guests from the community and received citations from Maryland State Senator, Hon. Johnny Mautz, and Maryland Secretary of Commerce, Hon. Kevin Anderson.  Several former and retired associates and Board Members also joined in the Easton Md. office, including the company’s first employee, Mrs. Nancy O’Conner Bettini. A 20 minute video featuring the company’s history was a program highlight.

“This company started as a way to control skyrocketing hospital costs associated with Medicare and has become a leader in managing quality, improving care, and protecting valuable resources,” said Mr. Murray. “We do this by bringing the Best People and Best Solutions together to yield the Best Results.”

“It was wonderful to reconnect with all of the former co-workers who helped build this company,” said Sandy Love, President, Qlarant Integrity Solutions. “After 30 years of working here, it was so great to see these people from our bright past experience how their efforts built the foundation for our current success.”

In addition, a team from Qlarant revealed a time capsule filled with memorabilia from the past 50 years. Doubling as a tall planter, the time capsule will be placed in the corporate headquarters lobby and will be reopened in 2048.

The event was live-streamed to Qlarant’s other office locations where associates assembled for their own events. “Overall, it was a wonderful opportunity to get together with colleagues and celebrate Qlarant’s 50th anniversary and the many contributions to the communities in which we serve,” said Senior Vice President Bob Foley from the Tampa, Florida office.

Qlarant Welcomes Lisa Preston as Chief Human Resources Officer

This key position leads and provides oversight and coordination for all Human Resources services to Qlarant and its affiliate organizations. As a strategic thought-leader, Ms. Preston will create and oversee programs, services, and policies designed to achieve the company’s long-term objectives and will ensure Qlarant continues to be a competitive employer of choice. The company employs over 500 associates nation-wide and is celebrating 50 years of service in 2023.

Lisa Preston is a human resources and operations executive with more than 20 years of experience in human capital disciplines, including HR, talent acquisition, staffing, performance management, and professional development. Her history includes proven and trusted experience serving as business partner and trusted advisor for executive leadership.

Preston comes to Qlarant after 15 years at Guidehouse/Grant Thornton, LLC, Public Sector in McLean, Virginia. Most recently, she was Senior Director for Operations where she was leader of a 90-person internal client services (ICS) team comprising finance, compliance, HR, business development, marketing, contracts, reporting and analytics. In coordination with practice and firm leadership, she was responsible for setting ICS strategy, ensuring alignment with practice’s go-to-market strategy, and optimizing function processes, systems and outputs.

Preston is skilled mentor and coach who drives staff engagement and productivity. She is adept at facilitating strategic discussions on workforce demographics, management succession planning, and employee engagement. Her areas of expertise include management consulting, continuous process improvement, change management, organizational design, and program/project management.

In 1992, Lisa earned her bachelor degree in English from Washington and Lee University in Lexington, Virginia. She also holds a master’s degree in American Literature from Salisbury University in Salisbury, Maryland and has completed her coursework for a PhD in American Literature at George Washington University in Washington, DC.

“I look forward to getting to know the people and look for ways to create the best possible culture and people experience for Qlarant associates,” she added.

Qlarant Celebrates 50 Years of Service in 2023

Qlarant, Inc. is celebrating 50 years of service in 2023. The Easton, Maryland based company is a national leader in quality improvement, program integrity, and technology solutions for some of the nation’s most important health care programs.

Formed by a group of doctors in Wicomico County in 1973, the company was created in response to the federal government’s creation of Professional Standards Review Organizations to control exploding Medicare hospital costs through Utilization Review. The area program covered the Maryland counties on the Delmarva Peninsula, and established headquarters in Easton, Maryland as a central location. Today, Qlarant has offices across the country and employs over 500 associates.

Qlarant Foundation Awards over $400,000 and Hosts Celebration for 2022 Grantees

On Wednesday July 27, after two years of virtual events, Qlarant Foundation returned to hosting their annual grant awards celebration in person. The Foundation welcomed over 50 grantee representatives, board members, and staff to their Easton corporate headquarters to introduce the non-profit organizations selected to receive grants for the coming year. Each of the grantee organizations is dedicated to providing health and human services to underserved populations.

“After two years of meeting virtually, the Qlarant Foundation is so pleased to host you in person at our headquarters for this year’s annual grantee celebration,” said Dominic Szwaja, PA, Qlarant Foundation Board Chair. “We look forward to gathering so that we may learn more about each other and provide you with an opportunity to network with other non-profit organizations in our region.”

This year, 23 organizations received awards ranging from $5,000 to $30,000, for a total of $416,500 across Maryland and the District of Columbia. “The Qlarant Foundation received a record number of applications this year. This year’s grants were chosen based on the positive impact we believe your work will have in our region. We are excited about this partnership and about the necessary services our grantees will provide to the most vulnerable populations in our communities.”

Qlarant CEO, Dr. Ron Forsythe, Jr. holds a check representing the cumulative grant amount of $416,500 distributed to 23 non-profit organizations through the Qlarant Foundation.

“This year, we have a fantastic grantee pool which will be providing a diverse array of services including health and mental health care, housing and addiction services, and childhood development programs,” continued Szwaja. “Our communities will benefit greatly from the comprehensive programs these organizations are poised to provide to those in need.”

The grantees gathered together for a meet and greet session prior to the luncheon where they viewed posters celebrating their efforts that were displayed around the room. Prior to the event, the organizations were given one of five questions to consider that they would respond to during the program. Staff and board members were seated among the grantees providing the opportunity to get to know the grantees and for the grantees to learn more about Qlarant.

“As we navigate through a third year since the start of the pandemic, these organizations require more support than ever,” commented Vice Chair Dr. Molly Burgoyne-Brian in the program introduction. “So many people are in need of the care they provide. We’re so pleased to be able to continue to provide funding for these programs.”

Each organization met with Qlarant CEO Dr. Ron Forsythe, Jr. for a celebratory “big check” photo. He was joined by Maryland Senator Addie Eckardt who presented certificates from the State of Maryland recognizing some of the organizations she represents on the Eastern Shore of Maryland.

Mr. Midgett S. Parker, Jr, Esq., a Qlarant Board Director, was the featured speaker during the program. A veteran and attorney, Mr. Parker has extensive experience working with non-profits throughout his legal career.

“It is a pleasure to be here with you,” said Mr. Parker, “to learn about what you are doing in the community serving the greatest needs. You are the essence of what Qlarant is doing through its many team members.” He recognized the elected officials by pointing out that they can take back a message of hope for those that are basically hopeless. “The theme for today should be Connecting Communities and Building Bridges—between those that don’t have and those that have resources.”

He pointed out that the organizations know their craft and their communities, but also their limitations. They have had to adapt to the world today and develop ways to deal with them and reach out for help. He also commented on how inspiring it is to see the good news of the organizations in a world where there is so much bad news. He remarked that they are “leaving lasting memorable ties in the communities we serve.” He called the organizations “ambassadors of Qlarant” and they should seize the opportunities that are available from the grants.

Each of the organizations received a copy of the posters which hang in the hallways of Qlarant’s headquarters and a certificate from the Foundation. They will also receive a print of the photo and will be featured in a video which will be posted on Qlarant’s website, YouTube channel, and social media platforms. A recording of the full event will also be available on Qlarant’s YouTube channel.

Qlarant Foundation Awards $416,500 to Non-Profits in Maryland and Washington, D.C.

Qlarant Foundation, the mission arm of Qlarant, will provide grants totaling $416,500 to 23 organizations throughout Maryland and Washington, DC supporting local health care-related quality improvement efforts.

The Foundation reviewed applications from a record 100 highly-qualified organizations and ultimately selected 23 organizations to receive grants ranging from $5,000 to $30,000 to support their operations.

“Each year, our grantee selections highlight how non-profits are providing vulnerable populations in our communities with the care and services they need,” said Dominic Szwaja, Chair of the Qlarant Foundation Board of Directors.

“Our grantees are having major positive impacts on medical and social issues for their clients” Dr. Molly Burgoyne-Brian, Vice Chair of the Qlarant Board of Directors said. “As we navigate through a third year since the start of the pandemic, these organizations require more support than ever. So many people are in need of the care they provide. We’re so pleased to be able to continue to provide funding for these programs.”

Grantee organizations look forward to getting acquainted and sharing information about their programs during the annual Qlarant Foundation Awards Celebration. This year, the Qlarant Foundation plans to return to an in-person event at their corporate headquarters on the Eastern Shore of Maryland on Wednesday, July 27th.

This year, Qlarant Foundation is providing funding to these outstanding programs:

Bay Hundred Community Volunteers — Provides general home repair and constructs and installs aluminum modular wheelchair ramps to eliminate barriers to obtaining medical care for residents with functional disabilities.

Bright Beginnings — Addresses family wellness and identifies mental health issues and developmental delays early so that children can develop with confidence and be ready for kindergarten. Services are dedicated exclusively to families experiencing homelessness.

Bringing Hope Home — Introduces new resources and social services to families impacted by a cancer diagnosis. The Light of Hope Family Program increases the access and availability of referral to programs while assisting patients in the fight for their lives.

Camp Attaway — Operates a therapeutic summer camp program for children who are at risk because of an inability to manage their emotions and behaviors. The organization also supports families by providing parent education and support groups conducted by a child psychologist.

CCI Health Services — Helps pregnant women better manage their health during and after pregnancy, by providing nutrition education, dental care, breastfeeding information, behavioral health visits and pediatric care. Women receive a health assessment, after which they “Circle Up” to participate in interactive activities and group discussions focused on prenatal and infant health and postpartum depression.

Community Free Clinic — A safety net provider for uninsured Washington County residents. The majority of the patients suffer with chronic diseases tied to cardiovascular health. By providing health care at no cost to the medically uninsured, the clinic combats chronic disease, mental health, and other health issues while striving to make the community, as a whole, healthier and stronger.

Critchlow Adkins Children’s Centers — Strives to provide many daily opportunities for children to grow and develop as individuals and explore the world around them. Through “Yoga for Kids”, children learn simple breathing and stretching techniques and mediation strategies that they will use in their everyday life.

Girls in the Game — After-School sports and fitness programs in Baltimore City for elementary and middle school girls as well as teens. The programs also address such issues as health, body image, bullying, personal safety, leadership development and diversity.

Grace Center for Maternal and Women’s Health — Operates Project H.O.P.E. (Holistic Opportunities for Prevention and Education) across the Delmarva Peninsula. The program focuses on providing mental health services and safeguarding the health and safety of newborns by providing prenatal supplies, medical services and education.

Habitat for Humanity Choptank — Helping Hands Revolving Loan Fund provides homeowners a way to affordably complete critical health and safety repairs on their homes. These repairs can immediately alleviate the physical threats posed and mental stress caused by living in poor conditions.

Help and Outreach Point of Entry — Working with the Adult Oral Health Taskforce to increase access to and delivery of dental services to poor and homeless residents on the Lower Shore.

Helping Up Mission — Enhances opportunities for women who are experiencing homelessness, addiction and poverty experiencing  to participate in the long-term residential program and receive access to healthcare and dental services.

Jubilee Association of Maryland — Removes barriers for individuals with intellectual and developmental disabilities in Asian and Hispanic communities in Montgomery County.

Partners in Giving — An all-volunteer program that provides hearing aids free of charge to those who cannot afford them in the Mid-Shore of Maryland. Hearing aids promote better health, speech and hearing.

Reach Out and Read Washington, DC — Supports the early relationships that bolster overall healthy development in children. The program helps with the identification of social needs and social drivers of health and fosters early brain development in children, intentional skill-building in parents, and positive bonding between children and families.

Rebuilding Together Kent County — Working in partnership with community volunteers and local contractors to provide home repairs, accessibility modifications and links to community resources to keep low-income homeowners living safely and independently in their homes.

Rebuilding Together Montgomery County — The Safe and Healthy Home Project targets significant safety and health hazards based on the Eight Principles of Healthy Homes – keep the home dry, clean, pest-free, safe, contaminant-free, well-ventilated, maintained and thermally controlled.

St. Michaels Community Center — Serves and enhances the quality of life of under-resourced residents of the Bay Hundred Area of Talbot County. The food distribution program provides healthy and nutritious pantry bags and hot meals to the community.

Shepherd’s Clinic — Helps qualified individuals enroll in federal or state-funded programs. Patients are treated at the Clinic until accepted in a sponsored health plan. These patients can transition to Medstar’s care and continue seeing the same provider.

The Grassroot Project — Addresses the urgent need for health education and promotion by partnering college athletes with middle schools to provide innovative, evidence-based programming for underserved teens. The program also addresses health literacy through the health education model.

Ulman Foundation — A residential program for adolescent and young adult cancer patients and caregivers at the Ulman House. The program reduces the financial burden of these patients and allows them greater access to high-quality care.

University of Maryland Medical System Foundation — The annual Goldgeier Award recipient for the University of Maryland Children’s Hospital Breathmobile Program, which provides free treatment and specialty-based preventive care to underserved children with asthma in Baltimore City.

WGP Warriors Against Addiction — Supports economic stability for individuals transitioning from rehabilitation facilities, and educates the community in ways to reinforce recovery. The Boots on the Ground Program is committed to decreasing deaths caused by homelessness, substance abuse, and mental health issues in the tri-county area of the Lower Eastern Shore.

Qlarant Announces New Partnership with Techne LLC

Qlarant Inc., a national company known for its achievements in the program integrity technology arena, announced today that Techne LLC is joining Qlarant’s reseller program for the popular risk identification, risk visualization and risk resolution analytics software platform, RIViR. Qlarant has increased its focus on the analytics and data mining industry and has officially brought Techne on board to support the RIViR program designed to identify and resolve risk in almost any industry.

John Murray Selected as New Qlarant Board Chair

On January 1, 2022, Qlarant announced the selection of John H. Murray, Esq., as the organization’s Board Chair.

Since 2013, Mr. Murray has served as a board member for Qlarant, a national leader in quality improvement, program integrity, and technology solutions. With headquarters in Easton, Maryland, the company has offices and home-based associates across the country.

For the past six years, Mr. Murray has served as the board’s Vice Chair alongside now-retired Chair Dr. Catherine Smoot-Haselnus. “Catherine has provided Qlarant with excellent board leadership for a long time,” he said. “Under her guidance, the company has established a strong governance culture and recruited accomplished and diverse new directors.”

In coordination with Qlarant CEO Dr. Ron Forsythe, Mr. Murray and Dr. Smoot-Haselnus have led the board in recent years in restructuring the organization, fostering improved communications and efficiency within and among the Qlarant boards, and emphasizing teamwork within and between Qlarant entities.

“We are excited to see where John leads our board,” said Dr. Forsythe. “He has established his leadership and expertise as the Vice Chair and is clearly committed to Qlarant’s success.”

In addition to Dr. Smoot-Haselnus, long-serving directors Dr. Melvin Gerald and Dr. Maggi Gallaher are also retiring from the board. Praising their “profound contributions to Qlarant over the years,” Mr. Murray said he looks forward to working with the current board in leading Qlarant.

“I am impressed with the highly skilled associates and dedicated leadership team,” he said of the company’s workforce. “They are laser-focused on quality improvement and technology solutions, including sophisticated systems and methods for identifying customer risks and vulnerabilities.”

Mr. Murray is equally motivated by Qlarant’s charitable mission, carried out through the Qlarant Foundation, which provides grants to programs improving health, especially among underserved populations, throughout Maryland and the District of Columbia.

“I will work to continue and strengthen Qlarant’s good governance and board stewardship,” said Mr. Murray, “and maintain our already healthy financial condition.” He intends to continue and grow existing lines of business, while innovating and pursuing new opportunities. “This includes new lines of business related to existing strengths and capabilities,” he said. “We will take calculated risks and help Qlarant remain a winning organization.”

Mr. Murray is currently Counsel with the law offices of Miles & Stockbridge in Maryland, the District of Columbia, and Virginia. He has been a lawyer with M & S since 1982; a Director between 1989 and 2014; and President and Chief Operating Officer from 2001-2014.

Graduating from Virginia Wesleyan College in 1974 with a BA, Mr. Murray earned his law degree from the University of Virginia in 1977. He has been engaged in broad civil law practice in Maryland since 1982, focusing on land use, employment, and health care law, among other areas.

In addition to representing hospitals for 15 years, gaining a broad exposure to many aspects of health care, including reimbursement, Mr. Murray has served as a volunteer director and officer for many community groups, including business, economic development, and environmental organizations.

Brian Cleary Graduates from Leadership Maryland

Leadership Maryland announced today that Brian Cleary, Chief Information Officer at Qlarant, has completed the professional development program dedicated to building a better Maryland by harnessing the strength of its local business and community leaders. Leadership Maryland honored Cleary, a resident of Cambridge, and the entire Class of 2021 at its 28th annual graduation ceremony held December 7 at the Hilton Baltimore BWI Airport.

Cleary was one of 49 applicants chosen by committee to complete Leadership Maryland’s eight-month hands-on learning program. The class participated in an orientation and closing retreat that bookended five, two-day sessions focused on Maryland’s five main geographic regions and the most vital issues impacting economic development, education, health and human services, criminal justice, the environment, and multi-culturalism/diversity across the state. The class was originally selected as the Class of 2020 but was postponed one year due to the COVID-19 pandemic.
