• The procedure for the oil remediation pilot study at the UM Shore Medical Center site was altered from its original plan, Chestertown Utilities Manager Bob Sipes told the Council. Instead of injecting the Ivy-Sol surfactant solution and extracting it the same day for three days to test for oil contaminants, injection and extraction were separated by one day, extending the process into a week. “We don’t have the lab results back yet. They did not get a significant amount of oil in the process and they’re going to review the numbers and have a report ready by the end of October,” he said. He added that he also talked with Maryland Department of Environment on site and they said no significant amount of oil was detected during the test.
• City Manager Bill Ingersoll reported that results from the soil samples analysis taken from Fountain Park have been received from the University of Delaware Agricultural Dept. Recommendations for the park grounds renovation were also included. The Agricultural Department also requested an additional test to help with further recommendations in regard to the more heavily compacted areas of the park and added that they will send a specialist when needed to further the process along.
• Chief Baker and Mayor Cerino conducted a swearing in for Chestertown’s newest addition to the police force, Officer Eli Perper. Perper will receive eighty hours of field training as he enters the ranks. He is from Montgomery County and has previously served with the Laurel Volunteer Rescue Squad and graduated from the Prince George’s County Community College Police Academy.
• City Manager Ingersoll reported that all solar array bids were being studied and so far none of them have been disqualified. While looking at all, he is focusing on a few and has called for recommendations from others who have used these solar companies’ services.
• A public meeting about Mabel Mumford Gateway Park will be held at the town hall on 7:00 PM, Thursday, August 21. An update on the Rails to Trails progress (now crushed concrete) where it ties into Rt. 20 across form Brooks Tavern, and further development of the park area will be shared with the public. An aerial photo of the area was provided by Tyler Campbell. “It just shows you that the area is undergoing a change and everything is falling together,” Ingersoll said.
• A second marina charrette will take place at 6:30 PM on Wednesday, August 27 at the Chestertown Marina. McCrone, Inc. engineers will be present to make recommendations based on the last charrette’s focus groups.
• A 90-day provisional permit was given to Ashley Herr to use the Twilley Lane parking lot (off Cannon Street) as a location for her taco truck vending business. She has a private agreement with the owner of the property and will next return to the Planning Commission for their consideration. If she is approved by the Planning Commission and passes a Health Department inspection, the trial period will be used as a model for the future of food vendor businesses in town. The fee for the provisional 90-day license was set at $150.
