On April 16, Kent County formally requested a waiver from the State of Maryland’s requirement to fund Kent County education at a “maintenance of effort” level, or approximately $16.9 million. The following document provides the County’s rationale for seeking a reduction of the amount spent in Kent County by $860,000.
The letter, published in full here, written by county administrator Susanne Hayman and chief financial officer Pat Merritt, is a sobering look at the devastating effect the great recession has had on Kent County and it’s financial health and public education support.

It looks to me like they aren’t cutting the spending, but really trying to cancel an increase in funds yet to be spent. Kind of like how the debt ceiling debate led to a “cut” in spending.
