Kenneth Dale Phipps Jr, 48, has been charged with first degree attempted murder, first degree assault, and reckless endangerment of a Queen Anne’s County male and female following an altercation in the Char-Nor Manor community.
The Office of Queen Anne’s County Sheriff’s official report includes a statement from the victim that Phipps had shot him in the head during a struggle inside the residence.
The accused reportedly chased the female both inside and outside the house until the victim was able to lock herself in a bathroom and call 911. The accused was able to gain entry to the bathroom and force the victim at gunpoint back into the living room when police arrived.
Phipps was transported to the Sheriff’s Office and was charged. He was later transported to the Queen Anne’s County District Court Commissioners Office where he was held without bail.
The male victim was flown to Peninsula Regional Medical Center in Salisbury and was treated for the gunshot wound to the left side of his head. He was later released.
An investigation by the Sheriff’s Office is continuing.
