Last evening, the Maryland Public Service Commission (PSC) held the final public hearing on the proposed Halo Betterton Solar Project. More than 200 people filled the Betterton Volunteer Fire Company Hall, demonstrating the extraordinary level of public interest in a decision that will help shape the future of one of Maryland’s smallest and most historic waterfront towns.
I would like to extend my sincere thanks to everyone who attended, spoke, and took the time to learn about the project. The respectful, thoughtful participation from residents throughout Kent County and beyond reflected the very best of civic engagement.
Because of the tremendous turnout, not everyone who wished to speak was able to do so before the hearing concluded. While the public hearing has now ended, there is still an opportunity for every voice to become part of the official record.
The deadline to submit written public comments to the Maryland Public Service Commission is Wednesday, July 22.
Under Betterton’s adopted Comprehensive Plan, the approximately 30-acre parcel proposed for the Halo Solar Project is designated for mixed residential and commercial development as a planned neighborhood. It represents the Town’s only realistic opportunity for future growth. If converted to an industrial-scale solar facility, that opportunity would be lost for decades.
Whether you support or oppose the project, the Commission welcomes comments from members of the public. Written comments submitted by the deadline will become part of the official record in PSC Case No. 9786 and will be considered by the Commission as it reaches its decision.
Comments may be submitted through the Maryland Public Service Commission’s online public comment portal:

The remarkable turnout at last night’s hearing demonstrated how deeply our community cares about Betterton’s future. Thank you again to everyone who has participated in this important process. If you have not yet submitted written comments, I encourage you to do so before the deadline. Every comment becomes part of the official record, and every voice matters.
