His contributions to Maryland and Washington College were tremendous.

Gonna see if I can find my round “2 it” ; the wooden token he handed out at bull roasts and crab feasts. As he told me, ” everybody will do things when they get around to it……..now ya have no excuse!”
He was the real deal. In 1987 the stock market took a real dive for technical reasons and automatic sell off positions Maryland investments were not hurt. Louis saw it coming and made a few adjustments but most funds were positioned away from the highly speculative & dangerous positions. Nobody noticed because he was just doing his job.
Since then we have seen others in his old job using the Comptroller office as a spring board to higher office.
He was probably correct in his time regarding flat roofs. Since then they have changed and improved in many ways. He was a competent manager of funds and new how to meet and greet the public. He was a little vague on engineering.
Need more like him.
