Chichester LandVest, LLC, an affiliate of Richardson Properties Corporation of Chester Heights, PA, has acquired The Village at Chestertown, located on Scheeler Road in Chestertown, Maryland.
The Village at Chestertown is an approved 78-unit residential subdivision situated on 10 acres. Approvals have been granted for 24 condominiums, 13 townhouses, 10 duplexes and 31 single family homes. All streets and utilities are in place. The acquisition includes three of the four townhouses that have already been constructed; with two townhouses requiring interior finishes; a shell 4-bedroom, 2,500 square foot home; and, two in-ground foundations.
“We are pleased to have been able to acquire The Village at Chestertown,” said Russ Richardson of Richardson Properties Corporation, who will act as developer for this community. “We will begin immediately to finish the interior of one of the existing townhouses and complete the shell of the 2,500 square foot single family home. In the spring, we will follow with construction of homes on the two sites where foundations currently exist.
“We are particularly excited about the development of The Villages because of its location in Chestertown. Chestertown with its blend of history, arts, shopping and exciting array of dining experiences is a walkable, livable and friendly community with amenities that are attractive to a wide range of people.”
Richardson noted that the development of designs for new homes tailored to meet the needs of senior citizens and young couples interested in living in The Village at Chestertown are already underway.
“In addition to meeting with people interested in buying the existing townhouses and single family homes, we look forward to beginning conversations with anyone interested in acquiring lots in The Village at Chestertown to construct townhouses or single family homes. This could include individuals, builders, developers, or attorneys or architects who represent clients with an interest in locating at The Villages at Chestertown,” concluded Richardson.

Am glad to hear that the un-finished houses will finally be finished. But, what about the “approvals” also granted for the swimming pool, clubhouse, tennis courts? Doesn’t sound like this new company is going to go forward with completion of the planned community concept if they say they want to sell off the lots to builders, or individuals who plan to have a house built. I don’t see many “spec” houses being put up by builders in Chestertown lately.
What about the homeowners association? Did that also go by the wayside?
Without the planned amenities I don’t see a whole lot of demand for new homes. The local market has been saturated with an oversupply of existing homes for a long, long time. If there is no protection offered in the form of a HOA bylaws/covenants I think buyers will be wary.
At least now with a new owner officially on the books the town & county should have been able to collect the mounting unpaid taxes. The new owners could not have taken clear title without paying off all the prior years’ tax liens, right.
I wish them success but it is going to be an uphill battle.

Russ Richardson, new developer of the Village at Chestertown, – on his own without any fanfare or asking for any publicity and without being approached by anyone, – made a generous Platinum Sponsor donation of $1,000 to the recent Soroptimist-sponsored Festival of Trees when he learned that the annual event it was to be held at the facility adjacent to the property where the Village townhouse community will be built, directly behind the Kent Center on Scheeler Road. His generosity certainly was one of those that made a difference, since the almost-30-year-old Festival does not charge for admission because it continues its original purpose to be the Soroptimists’ special holiday gift to the community.
Since those first years, local organizations, businesses and individuals have joined, through sponsorships, to provide financial support, helping the Festival to give prize money to the top vote-getters among the trees, rent for the wonderful facility at Kent Center, program printing and other additional expenses. Many individuals and families among the 1,200 visitors to the Festival over the three-day weekend after Thanksgiving this year also dropped donations into a large brandy snifter at the welcome table .

Choral and instrumental music groups of local children and adults played throughout the three days; Santa and Mrs. Santa visited; Chef Chuck Reeser gave a demonstration to the youngsters on how to make a gingerbread house; Lucia foster, of the Garfield Center (the former Prince Theater), read Christmas stories to a large group of the younger visitors; a train journeyed around and around a very large Christmas garden throughout the event; and in a room next the the Festival local Girl Scouts built a whole village of gingerbread houses.
So, the Festival has gone way beyond its original hope of being a holiday gift to Kent County folks , so much interest and assistance provided by so many members of the community through the years.
